I have done a test above and it proved that although we have assigned all the required RBCA roles, we are still not able to see the real settings under the "Mail" tab and of course we couldn't set them there.
However, it will be a member of the Organization Management role group and will inherit the capabilities of that role group. Members of this role group include Exchange-Online service administrators only. This role group is not manageable through Microsoft Exchange.
Membership in this role group is synchronized across services and managed centrally.
Users who are assigned to the Exchange administrator role will be automatically add to the a role group named ExchangeServiceAdmins_xxx and we couldn't modify it. As I said above, Exchange administrator role is necessary here, we have no alternatives in Exchange online RBAC roles.
